I've got a story currently in the works regarding Sheikh Hamad bin Khalifa Al-Thani, emir of the state of Qatar. However, I can't find any dependable source informing me how to identify him on second reference.

The second of Sheikh Hamad’s three wives, Sheikha Moza bint Nasser, also is mentioned in the article. How do I identify her on second reference?

I can't quote a dependable source on how to refer to the emir on second reference, but common usage on news sources (papers, magazines, etc.) falls into two main categories. One is "Sheikh Hamad" and the other, more common one, is simply "the emir."

Sheikha Moza bint Nasser would generally be called "Her Highness" on second and following references.
