Subject-verb agreement?
I'm stuck on how the clause "no program..." does not follow "there were." Is the sentence correct as is or does it need modification?
There were no weapons of mass destruction in Iraq, no program to produce them, and no “concerted efforts to restart the program.”
If it is correct, what's the rule?

The fact that more than one item followed "were" is, in my opinion, reason enough for the plural to be correct.
